What is NYC Fire department Section 1404 ?

“ 1404.1.2 Signage. “No Smoking” signs complying with FC310 shall be conspicuously posted at construction sites at the following locations and such other locations as are necessary to provide notice to a person entering upon 01׳ working at the site of the prohibition against smoking:

1. At construction sites required by the Building Code to be enclosed with a fence, on all sliding and swinging gate openings, and any other openings allowing for access to the site by persons or vehicles;

2. At the entrances to any building or structure under construction or demolition:

3. On each floor at stairway, elevator and hoistway access points of any building undergoing alteration, construction 01־ demolition; and

What Are the signs needed and required  to put in construction Site?

DOB is looking for safe environment and Notices but also you will have to put fire department signs. It is better to put the signs and make sure that city feels  that you do everything possible to make sure it is safe environment then receiving stop work order or violation.  my recommendation will be as following:

 What are Construction Site Signage Requirements NYC?

Sidewalk Shed & Construction Fence Requirements

Project sites with construction fences or sidewalk sheds permitted on or after July 1, 2013 must meet signage requirements that emphasize the type of work underway and highlight the project’s contact information. For detailed information regarding compliance requirements at permit renewal, exemptions for one-, two- and three-family projects, and design requirements for demolition projects, see NYC Building Code §3301.9.

 

Construction Fence Signage Requirements DOB

The new project information panel standardizes the appearance of temporary protective structures and provides important information to the community in a consolidated, uniform sign. Any new building, demolition, excavation and alteration project sites with a construction fence, as required by Building Code § 3301.9.1, must post a project information panel.

The panel design includes a project rendering, elevation drawing of building or zoning diagram of building exterior, a description of the project and anticipated completion date, owner and contractor information, 311 information and the primary Department of Buildings permit.

Demolition sites require a project information panel without a rendering. In addition, one-, two and three-family home projects are not required to post this new information panel
. 

Sidewalk Shed Parapet Panel Requirements-DOB

This update also replaces sidewalk shed signage with a new sidewalk shed parapet panel. The sign must include the location’s address and the name of the contractor or owner.

Signage to be Removed-DOB

Site managers must remove any other construction signage, unless otherwise required by law. For example, while FDNY standpipe signs must remain prominently posted, Buildings permits, contractor signs and 311 information signs must be removed.

 

Permit Renewals & Compliance-DOB

Construction Fence Signage: At a site where the project permit was issued or renewed prior to July 1, 2013, existing construction fence signage must be removed and replaced with the new project information panel on the date of the first project permit renewal on/after July 1, 2013.

Sidewalk Shed Parapet Signage: At a site where the sidewalk shed permit was issued or renewed prior to July 1, 2013, existing signage must be removed and replaced with the new sidewalk shed parapet signs on the date of the first shed permit renewal on/after July 1, 2013.

If the panel contradicts the permit drawings, applicants must submit a post approval-amendment

What are New York City landlords are required to post the following signs and notices in their buildings by HPD or what are HPD signage requirements ?

 

·         Certificate of inspection visits. Owners need to provide a frame that will accommodate a 6″ x 9″ inspection visit card, issued by the Housing Preservation & Development (HPD) inspector who visits the property. The frame should be between 48″ and 62″ above floor height, located at or near the mailbox (if present).

·         Garbage collection notice. Display a tamper-proof sign with the current hours and method of garbage collection in the lobby- Some building may be exempt see rule

·         Building floors. Identify the number of each floor with a sign, or paint the number directly on the wall.

·         Smoke detectors. Smoke detector requirements must be posted at or near mailboxes, using an HPD-approved form.

·         Carbon monoxide detectors. Owners must also post HPD-approved notices with carbon monoxide monitor requirements in a common area.

·         Housing information guide notice. Notify tenants about the availability of the New York City housing information guide by posting a notice near the mail delivery area. Service interruption. If making repairs or performing any work that will interrupt utilities for more than two hours, owners need to post a public notice at least 24 hours before the service interruption. (Update the sign, as required, and post the information in both English and Spanish.)

·         Boiler room access. HPD requires owners to post the name and location of the person who has access to boiler room keys. One notice goes in the lobby; another belongs on the boiler room entrance.

·         Janitor name/address. Owners must post a sign with the name of the janitor or housekeeper at the building entrance. The sign must include the person’s address, apartment number and telephone number.

·         Disaster response signage. Residential buildings with any non-owner-occupied units must post a temporary notice with emergency contact information in the common area at the following times:

·         Before a weather emergency (e.g., blizzard, tropical storm, etc.)

·         After a natural disaster

·         After learning that a utility outage will last longer than 24 hoursCan I put the certificate of Inspection frame  in the basement or near the garbage room?

 

The HPD web Site clearly says the following "The frame should be posted 48-62 inches above the floor. If a mailbox exists, the frame should be posted at or near the mailbox. If there is no mailbox in the vestibule, the owner should select a suitable accessible location in the vestibule or entrance way of the building for the frame. "
